WASHINGTON, D.C.<\/span><\/span><\/b> \u2013 U.S. Senator Jacky Rosen (D-NV), a member of the U.S. Senate Committee on Small Business and Entrepreneurship, joined Senator Tammy Duckworth (D-IL) and six<\/span> of their Senate colleagues in a letter to U.S. Small Business Administration (SBA) Administrator Jovita Carranza inquiring as to why the Open Network for Board Diversity (ONBOARD) initiative has been shut down. The ONBOARD initiative was <\/span><\/span><\/span>the<\/span> first of its kind in the public sector to advance the pipeline of individuals from underrepresented communities into business leadership roles with the mission of addressing the gender and racial inequalities currently present in the boardrooms of American small businesses.<\/span><\/span><\/span><\/u1_p><\/span><\/span><\/p>\n

\u201cIn a time when Americans are reexamining the racial injustices that are pervasive within our society, corporate leaders are being forced to reckon with a stark reality; women, Black, Latinx, Native American, Asian American and Pacific Islander business professionals remain drastically underrepresented in leadership, corporate boards and C-suites in businesses nationwide<\/span>,\u201d wrote the Senators.<\/b> \u201cNow more than ever, it is vital that SBA takes swift action to advance individuals from underrepresented groups into small business leadership roles and establish a mission to help address the gender and racial inequalities within the business community<\/span>.\u201d<\/span><\/span><\/u1_p><\/span><\/span><\/p>\n

Dear Administrator Carranza:<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

We are writing to inquire on the current status of the Small Business Administration\u2019s (SBA) Open Network for Board Diversity (ONBOARD) initiative. I was troubled to hear that the ONBOARD initiative has been discontinued as of 2017, based on witness testimony during a Senate Small Business Committee hearing in 2019. We see this as a missed opportunity to fulfill one of SBA\u2019s initiatives of supporting small businesses and entrepreneurs from underrepresented communities, a critical objective in bringing increased diversity to the U.S. small business community.<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

In 2015, SBA commissioned a study with the Library of Congress that found that women working at Small Business Investment Companies (SBICs) are more likely to have leadership positions than in the broader private equity community, and that diverse investor groups are more likely to invest in companies with diverse representation. On the heels of this study, SBA created the ONBOARD initiative, a public-private partnership with LinkedIn and several other organizations that leveraged online platforms to connect small businesses, recruiters and associations with talented professionals from underrepresented communities. This program sought to address the lack of women and people of color in leadership positions on high-growth small businesses, particularly, those supported by Small Business Investment Companies by establishing a pipeline for high-quality, diverse applicants.<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

The Library of Congress study further confirmed what we already knew to be true: underrepresentation of women and minorities in corporate leadership is a common problem throughout the small business, venture capital and financial sectors. The ONBOARD initiative was one of the first of its kind in the public sector to advance the pipeline of individuals from underrepresented communities into business leadership roles and build a mission to address the gender and racial inequalities currently present in the boardrooms of American small businesses. This initiative was critical in its investment in women and minorities seeking leadership positions in high-growth small businesses and, if fully supported, has the capability of increasing diversity of small business leadership nationwide, with SBA leading the charge.<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

In a time when Americans are reexamining the racial injustices that are pervasive within our society, corporate leaders are being forced to reckon with a stark reality; women, Black, Latinx, Native American, Asian American and Pacific Islander business professionals remain drastically underrepresented in leadership, corporate boards and C-suites in businesses nationwide. This remains the case despite proven evidence that increasing the diversity of leadership teams leads to increased innovation, improved financial performance and better business results. Now more than ever, it is vital that SBA takes swift action to advance individuals from underrepresented groups into small business leadership roles and establish a mission to help address the gender and racial inequalities within the business community.<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

  1. A detailed justification for why the ONBOARD Initiative is no longer active;<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/span><\/li>\n
  2. The number of staff members who were managing SBA\u2019s ONBOARD initiative prior to it becoming inactive, and;<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/span><\/li>\n
  3. The SBA\u2019s plan for advancing the ONBOARD initiative, or similar initiatives that support women and people of color in obtaining leadership roles on high-growth small businesses.<\/span><\/span><\/span><\/i><\/u1_p><\/span><\/span><\/span><\/li>\n<\/ol>\n

    Le escribimos para preguntar sobre el estado actual de la iniciativa Red Abierta para la Diversidad de la Junta (ONBOARD, por sus siglas en ingles) de la Administraci\u00f3n de Peque\u00f1as Empresas de EE. UU. (SBA, por sus siglas en ingles). Me molest\u00f3 escuchar que la iniciativa ONBOAR fue suspendida a partir del 2017, seg\u00fan el testimonio de testigos durante una audiencia del Comit\u00e9 de Peque\u00f1as Empresas del Senado en 2019. Vemos esto como una oportunidad perdida para cumplir una de las iniciativas de la SBA de apoyar a las peque\u00f1as empresas y empresarios de comunidades subrepresentadas, un objetivo cr\u00edtico para llevar una mayor diversidad a la comunidad de peque\u00f1as empresas de los Estados Unidos.<\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

    En 2015, la SBA encarg\u00f3 un estudio con la Biblioteca del Congreso que descubri\u00f3 que las mujeres que trabajan en Peque\u00f1as Empresas de Inversi\u00f3n Empresarial (SBICs, por sus siglas en ingl\u00e9s) tienen m\u00e1s probabilidades de tener puestos de liderazgo que en la comunidad m\u00e1s amplia de capital privado, y que diversos grupos de inversores tienen m\u00e1s probabilidades de invertir en empresas con representaci\u00f3n diversa. Inmediatamente despu\u00e9s de este estudio, la SBA cre\u00f3 la iniciativa ONBOARD, una asociaci\u00f3n p\u00fablica-privada con LinkedIn y varias otras organizaciones que aprovecharon del uso de plataformas en l\u00ednea para conectar a peque\u00f1as empresas, reclutadores y asociaciones con profesionales talentosos de comunidades subrepresentadas. Esta iniciativa fue cr\u00edtica en su inversi\u00f3n en mujeres y minor\u00edas que buscan puestos de liderazgo en peque\u00f1as empresas de alto crecimiento y, si cuenta con el apoyo total, tiene la capacidad de aumentar la diversidad del liderazgo de las peque\u00f1as empresas en todo el pa\u00eds, con SBA liderando la carga.<\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

    2.       El n\u00famero de miembros del personal que administraban la iniciativa ONBOARD de la SBA antes de que se volviera inactiva, y;<\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n

    3.       El plan de la SBA para avanzar en la iniciativa ONBOARD, o iniciativas similares que apoyan a las mujeres y a las personas de color en obtener roles de liderazgo en peque\u00f1as empresas de alto crecimiento.<\/span><\/span><\/i><\/u1_p><\/span><\/span><\/p>\n
