I will continue working to put a stop to anti-Semitic hatred and bigotry, whether at home or abroad.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><b><u><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:black\">BACKGROUND:<\/span><\/span><\/span><\/u><\/b>&nbsp;<span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">In January 2019, S.238, the&nbsp;<i>Special Envoy to Monitor and Combat Anti-Semitism Act of 2019,&nbsp;<\/i>was introduced by Senators Marco Rubio (R-FL), Kirsten Gillibrand (D-NY), Lindsey Graham (R-SC), Bob Menendez (D-NJ), Cory Gardner (R-CO), Jacky Rosen (D-NV), and Elizabeth Warren (D-MA).&nbsp;<span style=\"color:black\">This <\/span>bipartisan <span style=\"color:black\">legislation would elevate the&nbsp;Special&nbsp;Envoy&nbsp;to Monitor and Combat Anti-Semitism&nbsp;to the rank of Ambassador, reporting directly to the Secretary of State and enabling sufficient seniority and access inside the U.S. government and when engaging foreign <\/span>governments. The bill also mandates <span style=\"color:black\">the&nbsp;<\/span>Special&nbsp;Envoy&nbsp;to be the primary advisor to the U.S. government on monitoring and combating anti-Semitism.&nbsp;The House of Representatives passed this legislation in 2019.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">The Office of the Special Envoy to Monitor and Combat Anti-Semitism was established by the <i>Global Anti-Semitism Review Act of 2004<\/i> (22 U.S. Code \u00a7 2731). The Special Envoy develops and implements policies and projects to combat global anti-Semitism, by working closely with foreign governments, intergovernmental organizations, and civil society. Additionally, the Special Envoy coordinates and assists in developing the reports on anti-Semitism within the State Department\u2019s annual Human Rights Reports and International Religious Freedom Report.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">In April,&nbsp;<span style=\"color:black\">Senator Rosen led an&nbsp;<\/span><span style=\"color:#00b0f0\"><a href=\"https:\/\/www.jpost.com\/american-politics\/28-senators-request-funding-increase-for-antisemitism-envoy-626154\" style=\"color:#0563c1; text-decoration:underline\"><span style=\"color:#0563c1\">appropriations letter calling for the Office of the Special Envoy to Monitor and Combat Anti-Semitism to receive additional resources<\/span><\/a><\/span><span style=\"color:black\">.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"background:white\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:black\">Senator Rosen holds the distinction of being the third female Jewish Senator in U.S. history, as well as the first former synagogue president to serve in the United States Senate.
