This bill would take steps to reduce the prevalence of sexual harassment, helping more women enter and stay in STEM careers so that our nation can have the talented workforce it needs for success in the 21st century.\u201d&nbsp; <\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><b><u><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:black\">BACKGROUND:<\/span><\/span><\/span><\/u><\/b><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"> According to a 2018 <a href=\"https:\/\/www.nap.edu\/catalog\/24994\/sexual-harassment-of-women-climate-culture-and-consequences-in-academic\"><span style=\"color:#0563c1\">report from the National Academies of Sciences<\/span><\/a>, Engineering, and Medicine, sexual harassment is widespread in higher education institutions and contributes to the loss of talented and highly-trained individuals in STEM. <\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">More specifically, the <i>Combating Sexual Harassment in Science Act <\/i>would:<\/span><\/span><\/span><\/span><\/p>\n<ul>\n<li><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Award grants through the National Science Foundation (NSF) to better understand the factors contributing to and consequences of sexual harassment across institutions of higher education and nonprofit organizations and to examine interventions to reduce its frequency and impact.<\/span><\/span><\/span><\/span><\/li>\n<li><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Direct Federal statistical agencies to collect national data on the prevalence, nature, and implications of sexual harassment in institutions of higher education.<\/span><\/span><\/span><\/span><\/li>\n<li><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Direct NSF to enter into an agreement with the Academies to update the Academies\u2019 research conduct report to include more detailed data points, and <\/span><\/span><\/span><\/span><\/li>\n<li><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Establish an interagency working group chaired by the Director of the Office of Science and Technology Policy to coordinate the efforts of Federal science agencies.&nbsp;&nbsp;<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><i><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">The Combating Sexual Harassment in Science Act<\/span><\/span><\/i><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"> is endorsed by American Educational Research Association, American Mathematical Society, American Physical Society, Society of Women Engineers, and American Geophysical Union.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><a href=\"https:\/\/www.rosen.senate.gov\/es\/senators-rosen-hyde-smith-kelly-and-reps-houlahan-baird-introduce-bipartisan-bicameral-stem-restart\/\"><span style=\"color:#0563c1\">Last week<\/span><\/a>, Rosen introduced the bipartisan and bicameral <i>STEM Restoring Employment Skills through Targeted Assistance, Re-entry, and Training (RESTART) Act<\/i>, legislation to provide funding to small and medium-sized STEM businesses to offer robust, paid, mid-career internships, known as \u201creturnships,\u201d for mid-career workers seeking to return or transition into the STEM workforce.<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">In her first year in the Senate, <a href=\"https:\/\/www.rosen.senate.gov\/es\/rosens-bipartisan-building-blocks-stem-act-signed-law\/\"><span style=\"color:#0563c1\">Rosen\u2019s bipartisan <i>Building Blocks of STEM Act<\/i> was signed into law<\/span><\/a>.
