Following the Supreme Court\u2019s decision last month to strike down President Trump\u2019s illegal <em>International Emergency Economic Powers Act<\/em> (IEEPA) tariffs, Trump almost immediately imposed a 10 percent global tariff using Section 122 of the Trade Act of 1974\u00a0\u2013 an outdated authority that is already being challenged in court. The <em>Small Business Liberation 2.0 Act <\/em>would exempt small businesses from paying Section 122 tariffs, refund small businesses for any Section 122 tariffs paid, and prevent large corporations from price gouging consumers because of Trump\u2019s new tariff policy.<\/p>\n\n\n\n<p>\u201cTrump\u2019s cost-raising tariffs have made it incredibly difficult for Nevada\u2019s small businesses to plan for the future. Even though the Supreme Court declared the tariffs illegal, Trump immediately doubled down and imposed additional tariffs under a different, obsolete, and almost certainly unlawful authority \u2013 ensuring the chaos will continue,\u201d said<strong> Senator Rosen<\/strong>. \u201cOur small businesses simply can\u2019t afford to stay open under these conditions, which is why I\u2019m helping introduce this bill to exempt them from Trump\u2019s latest tariffs and provide them with much needed financial relief. Small businesses are the backbone of Nevada\u2019s economy, and I\u2019m committed to doing everything I can to help them succeed.\u201d<\/p>\n\n\n\n<p>Senator Rosen is a strong supporter of Nevada\u2019s small businesses and has been a vocal critic of Trump\u2019s reckless and illegal tariffs. Last month, she introduced the <a href=\"https:\/\/www.rosen.senate.gov\/es\/2026\/02\/26\/rosen-coons-introduce-bill-to-exclude-homebuilding-materials-from-trumps-tariffs-help-lower-housing-prices\/\"><em>Housing Tariff\u00a0Exclusion Act<\/em><\/a> to exclude homebuilding materials from Trump&#8217;s tariffs. Senator Rosen also helped introduce a bill<a href=\"https:\/\/www.rosen.senate.gov\/es\/2026\/02\/23\/rosen-helps-introduce-bill-requiring-trump-to-refund-money-from-illegal-tariffs\/\"> to ensure tariff refunds<\/a> for small businesses affected by tariffs.
