It is clear that there is much work to be done to expand access to child care, but I\u2019m confident our bill will go a long way in getting families the high quality, affordable child care they need.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><b><u><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">BACKGROUND:<\/span><\/span><\/span><\/u><\/b><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"> <a href=\"https:\/\/www.rosen.senate.gov\/es\/senators-rosen-ernst-and-reps-lee-stauber-introduce-bipartisan-bicameral-legislation-expand-child\/\"><span style=\"color:#0563c1\">Last month<\/span><\/a>, Senator Rosen and Congresswoman Susie Lee led the introduction of the bipartisan and bicameral <i>Small Business Child Care Investment Act <\/i>(S.1587).<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Around half of families in the United States live in \u201cchild care deserts,\u201d with few options for licensed child care. This is an even greater problem for rural areas, low-income, and minority communities.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">According to a <a href=\"https:\/\/www.americanprogress.org\/issues\/early-childhood\/reports\/2018\/12\/06\/461643\/americas-child-care-deserts-2018\/\"><span style=\"color:#0563c1\">2018<\/span><\/a> report from the Center for American Progress, half of all families lived in \u201cchild care deserts\u201d &#8211; areas without sufficiently available child care.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">According to a <a href=\"https:\/\/www.epi.org\/child-care-costs-in-the-united-states\/#\/NV\"><span style=\"color:#0563c1\">2020<\/span><\/a> report from the Economic Policy Institute, child care is one of the biggest expenses families face, and it is unaffordable for the average family in Nevada.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">In Nevada, infant care costs $5,488 (92.7%) more per year than in-state tuition for four-year public college.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">That makes Nevada one of 33 states and the District of Columbia where infant care is more expensive than college.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Currently, non-profit child care providers cannot access the same types of SBA loans as for-profit providers:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Non-profit providers can only apply for the SBA\u2019s microloan program, which is capped at $50,000 and cannot be used to purchase real estate or for existing debts.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">For-profit providers can access the larger and more flexible loan programs that range up to $5 million and can be used for real estate, construction, remodeling, and other expenses critical to maintaining and expanding high-quality child care operations.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"margin-top:3px\"><span style=\"font-size:11pt\"><span style=\"line-height:105%\"><span style=\"page-break-after:avoid\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"line-height:105%\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">el bipartidista <i>Small Business Child Care Investment Act<\/i> would:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<ul>\n<li style=\"margin-top:3px;
