Tallman, MD, of Memorial Sloan Kettering Cancer Center.<\/b> \u201cASH has long recognized that transfusions for patients with blood cancers can address palliative needs including breathlessness, bleeding, and profound fatigue. While the Medicare hospice benefit covers services for pain and symptom management, in practice, many patients do not have access to the palliative transfusions they need in hospice, so we have advocated for unique payment models to ensure access. Introducing this legislation to establish the demonstration program is a vital first step, and we look forward to continuing to work closely with Senator Rosen and other members of Congress to ensure that all patients with blood cancers get the care they need.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">\u201cBlood transfusions are a demonstrated palliative measure to improve quality of life for many patients with a life limiting illness,\u201d <b>said Kate Fry, CEO America\u2019s Blood Centers.<\/b> \u201cThis important bill ensures patients can receive transfusions while also benefiting from the holistic care afforded under the Medicare hospice benefit.\u201d<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">About 70% of all patients suffering from Myelodysplastic Syndromes (MDS) develop a regular blood transfusion dependence in the course of their disease,\u201d <b>said Audrey Hassan, Patient Liaison at the Myelodysplastic Syndromes (MDS) Foundation, Inc.<\/b> \u201cSince their anemia is refractory, they are in need of blood transfusions. The benefits of blood transfusions for MDS patients undergoing palliative care are significant and can improve their quality of life.\u201d<\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><b><u><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:black\">BACKGROUND:<\/span><\/span><\/span><\/u><\/b>&nbsp;<span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:#0e101a\">los&nbsp;<i>Expanding Access to Palliative Care Act<\/i>&nbsp;would create a demonstration project in Medicare to allow palliative care <\/span><\/span><\/span><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">to be covered <span style=\"color:#0e101a\">concurrently with curative treatments for patients with serious illness or injury. Currently, patients on Medicare can only access palliative care through hospice. This legislation would provide <\/span>comprehensive palliative care <span style=\"color:#0e101a\">services much earlier in the course of illness, improving quality of life for the patient and their family and often also improving outcomes.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:#0e101a\">los&nbsp;<i>Improving Access to Transfusion Care for Hospice Patients Act of 2021<\/i>&nbsp;would carve out payment for transfusion services within the hospice <\/span><\/span><\/span><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\">Seguro m\u00e9dico del estado <span style=\"color:#0e101a\">benefit<\/span>, billing Medicare for transfusion separately<span style=\"color:#0e101a\">. Patients needing this care<\/span> would be able to <span style=\"color:#0e101a\">continue to receive it outside of the hospice bundle<\/span>, while <span style=\"color:#0e101a\">still receiv<\/span>ing<span style=\"color:#0e101a\"> full hospice benefits. <\/span>Currently, many patients needing transfusions to maintain quality of life (due to conditions such as leukemia, lymphoma, or myeloma) often wait much longer to opt <span style=\"color:#0e101a\">into hospice because they <\/span>can <span style=\"color:#0e101a\">lose access to<\/span> transfusion<span style=\"color:#0e101a\"> care<\/span> when they do so, given that such care currently is paid for out of a capped hospice benefit amount<span style=\"color:#0e101a\">. Hospices are allowed to cover transfusions, but it is very costly, so few <\/span>patients <span style=\"color:#0e101a\">can afford to do so on a regular basis<\/span> when in hospice care<span style=\"color:#0e101a\">.&nbsp;&nbsp;<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"background:white\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:#222222\">Last Congress, Senator Rosen launched the bipartisan&nbsp;<a href=\"https:\/\/www.rosen.senate.gov\/es\/node\/357\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color:#0563c1\">Comprehensive&nbsp;Care&nbsp;Caucus<\/span><\/a>, with co-chairs Senators John Barrasso (R-WY), Tammy Baldwin (D-WI), and Deb Fischer (R-NE).
