The Senators\u2019 legislation seeks to update the nation\u2019s outdated public lands royalty system and ensure that taxpayers and rural communities get fair returns on leases of public lands for oil and gas production.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:black\">Senators Rosen and Grassley <\/span><\/span><\/span><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><a href=\"https:\/\/www.rosen.senate.gov\/es\/rosen-grassley-introduce-bipartisan-fair-returns-public-lands-act-ensure-taxpayers-get-fair-share\/\"><span style=\"color:#1155cc\">introduced<\/span><\/a><span style=\"color:black\"> the <i>Fair Returns for Public Lands Act<\/i> in March. It would increase the royalty rate from 12.5 percent to 18.75 percent, which <\/span><a href=\"https:\/\/media.rff.org\/documents\/WP_20-16_Updated.pdf\"><span style=\"color:#1155cc\">could raise<\/span><\/a><span style=\"color:black\"> at least $1 billion a year in federal revenue, with an equivalent amount returned to the states where the oil or gas is being extracted. This bill will also increase the minimum bid for oil and gas leases and the rates for reinstated oil and gas leases, which will discourage developers from holding onto leases on public lands they do not intend to actually explore or develop. According to <\/span><a href=\"https:\/\/www.taxpayer.net\/wp-content\/uploads\/2019\/07\/TCS-Nevada-Federal-Oil-Gas-Report_-July-2019.pdf\"><span style=\"color:#1155cc\">Taxpayers for Common Sense<\/span><\/a><span style=\"color:black\">, the state of Nevada has lost more than $50 million in revenue over the last decade because of outdated annual rental rates and minimum bid prices.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"font-size:11pt\"><span style=\"font-family:Calibri,sans-serif\"><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><span style=\"color:black\">Senator Rosen also recently helped introduce the <\/span><\/span><\/span><span style=\"font-size:14.0pt\"><span style=\"font-family:&quot;Times New Roman&quot;,serif\"><a href=\"https:\/\/www.rosen.senate.gov\/es\/rosen-helps-introduce-bill-stop-public-land-giveaways\/\"><i><span style=\"color:#1155cc\">Competitive Onshore Mineral Policy via Eliminating Taxpayer-Enabled Speculation (COMPETES) Act<\/span><\/i><\/a><span style=\"color:black\">, legislation that would end the current practice of leasing non-competitive taxpayer-owned public lands to private oil and gas companies for as little as $1.50 per acre.
