Speaking with immigration leaders today gave me additional insight into the needs of immigrant families and children, and how we can come together to continue fighting for comprehensive immigration reform and humane treatment for those seeking asylum in our country.\u201d&nbsp;<\/p>\n<p><u><strong>BACKGROUND:<\/strong><\/u> Last week, Senator Rosen <a href=\"https:\/\/www.rosen.senate.gov\/es\/node\/355\/\">questioned Acting Commissioner of Customs and Border Protection (CBP) Mark Morgan<\/a> about the conditions faced by migrant children at CBP facilities, stressing the need to hire more medical professionals with pediatric experience, hire child welfare professionals to act in the best interests of children, and allow non-governmental organizations access to facilities so they can help alleviate the humanitarian crisis at the border. The hearing was scheduled following <a href=\"https:\/\/www.rosen.senate.gov\/es\/rosen-calls-senate-hearing-following-continued-reports-gross-neglect-and-mistreatment-migrant\/\">Rosen\u2019s request for immediate hearings<\/a> on the health and safety conditions for migrant children in CBP detention and processing centers.&nbsp;<\/p>\n<p>Two weeks ago, Senator Rosen <a href=\"https:\/\/www.rosen.senate.gov\/es\/node\/348\/\">took to the Senate floor<\/a> to demand immediate action and an end to the inhumane treatment of migrant children at the southern border. Rosen outlined reforms that DHS must make in order to improve conditions for migrants children, which were laid out in a <a href=\"https:\/\/www.rosen.senate.gov\/es\/sites\/default\/files\/2019-07\/DHS McAleenan Letter.pdf\/\">letter<\/a> she sent to DHS Acting Secretary Kevin McAleenan.&nbsp;<\/p>\n<p>Also two weeks ago, <a href=\"https:\/\/www.rosen.senate.gov\/es\/node\/351\/\">Rosen voted in committee against<\/a> Chad Wolf\u2019s nomination as Undersecretary for Strategy, Policy, and Plans for the Department of Homeland Security (DHS). Rosen placed a hold on Wolf\u2019s nomination to be Undersecretary and Troy Edgar\u2019s nomination to be Chief Financial Officers <a href=\"https:\/\/www.rosen.senate.gov\/es\/senator-rosen-places-holds-two-executive-branch-nominees-until-administration-ends-inhumane-and\/\">in June<\/a> and will maintain the holds until a non-governmental third party certifies that DHS has ended the systematic mistreatment of children at CBP detention and processing centers.<\/p>\n<p><a href=\"https:\/\/www.rosen.senate.gov\/es\/node\/347\/\">Last month<\/a>, Rosen along with Senate Democratic Leader Chuck Schumer (D-NY) and 12 of her Senate colleagues, traveled to McAllen, Texas to inspect and evaluate the conditions at CBP facilities.<\/p>\n<p>In June, Senator Rosen <a href=\"https:\/\/www.rosen.senate.gov\/es\/response-horrific-treatment-migrant-children-rosen-joins-colleagues-sending-letter-calling-senate\/\">joined her colleagues in sending a letter<\/a> to Committee on Health, Education, Labor and Pensions Chairman Lamar Alexander (R-TN) and Ranking Member Patty Murray (D-WA) requesting a hearing on the health and safety conditions of migrant children arriving at the southern border. Also in June, Rosen <a href=\"https:\/\/www.rosen.senate.gov\/es\/rosen-leads-letter-demanding-answers-dhs-dangerous-immigrant-holding-conditions\/\">led 17 of her colleagues in sending a letter<\/a> to DHS Acting Secretary Kevin McAleenan, raising concerns about a recent Office of Inspector General report detailing severe and dangerous overcrowding of migrants at El Paso Del Norte Processing Center during unannounced inspections conducted on May 8 and 9, 2019.<\/p>\n<p>In May, Senator Rosen <a href=\"https:\/\/www.rosen.senate.gov\/es\/node\/280\/\">questioned Acting Secretary Kevin McAleenan<\/a> on misleading statements DHS officials made to her and Congressman Salud Carbajal (D-CA-24) during their 2018 visit to the US-Mexico border. Senator Rosen and Congressman Carbajal traveled together to Texas to visit a facility housing unaccompanied immigrant minors in Tornillo and U.S. Custom and Border Protection\u2019s Paso del Norte Processing Center in El Paso. Personnel from DHS and the Department of Health &amp; Human Services assured them that their agencies had the information and resources needed to reunite separated migrant families.<\/p>\n<p>Rosen is a co-sponsor of the <a href=\"https:\/\/www.rosen.senate.gov\/es\/rosen-helps-introduce-keep-families-together-act-senate\/\">Keep Families Together Act<\/a>, which would ensure that the federal government carries out immigration procedures in the best interest of detained children. In May, Rosen, joined nearly forty of her colleagues in helping to introduce the Central America Reform and Enforcement Act (S. 1445), which would increase aid to El Salvador, Guatemala, and Honduras to address the problems forcing people to flee these Northern Triangle Countries to the Unites States. Rosen is also a co-sponsor of the <a href=\"https:\/\/www.rosen.senate.gov\/es\/rosen-co-sponsors-secure-act-protect-tps-recipients\/\">Safe Environment from Countries Under Repression in Emergency (SECURE) Act (S. 879)<\/a>, which would allow qualified Temporary Protect Status (TPS) and Deferred Enforced Departure (DED) recipients to apply for legal permanent residency. Last Congress, then-Congresswoman Rosen was an original co-sponsor of the bipartisan United and Securing America (USA) Act and the bipartisan DREAM Act, both of which would provide a path to legal permanent residency and eventual citizenship for Dreamers.
