Rosen Co-Sponsors the U.S. Citizenship Act

WASHINGTON, D.C. – Today, U.S. Senator Jacky Rosen (D-NV), a member of the Senate Homeland Security and Governmental Affairs Committee (HSGAC), announced her co-sponsorship of the U.S. Citizenship Act, a comprehensive immigration reform bill based on President Biden’s proposal that would create a pathway to citizenship for immigrants, including Deferred Action for Childhood Arrivals (DACA) and Temporary Protected Status (TPS) recipients; address the root causes of migration; and improve our nation’s security.

“We are a nation of immigrants, and in Nevada, we know that diversity is our strength,” dijo el Senador Rosen. “We need the U.S. Citizenship Act to fix our outdated immigration system, strengthen our national security, provide a pathway to citizenship to millions of Dreamers and TPS recipients, and address the root causes of migration. BACKGROUND: los U.S. Citizenship Act is based on President Biden’s immigration proposal and consists of many reforms, including:

  • A 3-year path to U.S. citizenship for Dreamers, TPS holders, and immigrant farmworkers who meet specific requirements;
  • An 8-year path to legal permanent residency and potential citizenship for undocumented immigrants if they pass criminal and national security background checks and pay their taxes;
  • Reforms the family-based immigration system by clearing backlogs, recapturing unused visas from previous years, eliminating lengthy wait times, and increasing per-country visa caps;
  • Authorizing additional funding for the Secretary of DHS to develop and implement a plan to deploy technology to expedite screening and enhance the ability to identify narcotics and other contraband at every land, air, and sea port of entry;
  • Requiring the Federal Bureau of Investigation (FBI), Drug Enforcement Agency (DEA) and DHS, in coordination with the Secretary of State, to improve and expand transnational anti-gang task forces in Central America;
  • Codifying and funding the President’s $4 billion four-year inter-agency plan to address the underlying causes of migration from the Northern Triangle, including by increasing assistance to El Salvador, Guatemala, and Honduras, conditioned on their ability to reduce the corruption, violence, and poverty that causes people to flee their home countries;
  • Expanding family case management programs, reduces immigration court backlogs, expands training for immigration judges, and improves technology for immigration courts; 
  • Authorizing funding for legal orientation programs and counsel for children, vulnerable individuals, and others to ensure the fair and efficient resolution of their claims; and
  • Increasing protections for U visa, T visa, and VAWA applicants, including by raising the cap on U visas from 10,000 to 30,000.

 Rosen Copatrocina la Ley de Ciudadanía Estadounidense

WASHINGTON, D.C. – Hoy, la Senadora Jacky Rosen (D-NV), miembro del Comité de Seguridad Nacional y Asuntos Gubernamentales (HSGAC, por sus siglas en inglés), anunció su copatrocinio de la Ley de Ciudadanía Estadounidense, un proyecto de ley de reforma migratoria basada en la propuesta del Presidente Biden que crearía un camino hacia la ciudadanía para inmigrantes, incluyendo a beneficiarios de la Acción Diferida para los Llegados en la Infancia (DACA, por sus siglas en inglés) y los beneficiarios del Estatus de Protección Temporal (TPS, por sus siglas en inglés); se enfocaría en las condiciones que están causando la migración; y mejoraría la seguridad nacional. 

“Somos una nación de inmigrantes y en Nevada sabemos que la diversidad es nuestra fortaleza”, dijo la Senadora Rosen. “La Ley de Ciudadaní Estadounidense actualizaria nuestro anticuado sistema de inmigración, fortaleceria nuestra seguridad nacional, brindaria un camino a la ciudadanía para millones de inmigrantes, incluyendo a Dreamers y beneficiarios de TPS y  se enfocaría en las condiciones que están causando la migración. ANTECENDENTES:  La Ley de Ciudadanía Estadounidense es una propuesta del Presidente Biden que contiene varias reformas de inmigración incluyendo:

  • Un camino de tres años hacía ciudadanía estadounidense para los Dreamers, beneficiarios de TPS, y trabajadores inmigrantes del campo quienes califican;
  • Un camino de ocho años hacia la ciudadanía estadounidense para inmigrantes que puedan verificar antecedentes legales y paguen sus impuestos;
  • Reforma el sistema de inmigración basado en la familia y elimina retrasos, capturando visas de años anteriores, eliminando tiempo de espera, y aumentando las visas de cada país;
  • Autoriza fondos adicionales para el secretario del Departamento de Seguridad Nacional (DHS, por sus siglas en inglés) para implementar planes de tecnología para acelerar inspecciones para identificar narcóticos y contrabandos en todas las entradas en tierra, mar y aire;
  • Requiriendo que la Oficina Federal de Investigación (FBI por sus siglas en inglés), la Agencia de Control de Drogas (DEA, por sus siglas en inglés) y el Departamento de Seguridad Nacional ( DHS,por sus siglas en inglés), en coordinación con la Secretario de Estado, mejoren y amplíen los grupos de trabajo transnacional antipandillas en Centroamérica;
  • Codificar y financiar el plan interinstitucional de cuatro años del Presidente de $ 4 mil millones para abordar las causas subyacentes de la migración desde el triángulo norteño, incluyendo aumentando la asistencia a El Salvador, Guatemala y Honduras, condicionada en su capacidad para reducir la corrupción, la violencia y la pobreza que hace que gente huya de sus países de origen;
  • Expandiendo los programas de manejo de caso familiares, reducir los atrasos en la corte de inmigración, ampliar la formación para jueces de inmigración y mejora la tecnología para los tribunales de inmigración;
  • Autorizando fondos para programas de orientación legal y asesoramiento para niños, individuos vulnerables y otros para asegurar la resolución justa y eficiente de sus reclamos; y
  • Aumentando la protección para U visas, T visas y solicitantes de VAWA, incluyendo por aumentando el límite de las visas U de 10,000 a 30,000.
